ESEA TITLE IV, PART E: Statewide Family Engagement Centers

$10M in funding is available to statewide family engagement centers that (1) carry out parent education, and family engagement in education programs; or (2) provide comprehensive training and technical assistance to SEAs, LEAs, schools identified by SEAs and LEAs, organizations that support family-school partnerships, and other organizations that carry out such programs

Eligibility

Statewide organizations, or a consortium of statewide organizations.

Sample Use of Funds

Activities could include:

  • Providing training and technical assistance to SEAs, LEAs, and organizations that support family-school partnerships;
  • Activities, services, and training for LEAs, school leaders, educators, and parents;
  • Assisting parents in participating effectively in their children’s education and helping their children meet challenging State academic standards, such as by assisting parents to engage in activities that will improve student academic achievement, including understanding how parents can support learning in the classroom with activities at home and in after school and extracurricular programs;
  • Assisting parents in participating effectively in their children’s education and helping their children meet challenging State academic standards, such as by assisting parents to participate in State and local decision-making;
  • Developing and implementing, in partnership with the SEA, statewide family engagement in education policy and systemic initiatives that will provide for a continuum of services to remove barriers for family engagement in education and support school reform efforts.

Key Provision: Grantee Funding Requirements

Grantees must use at least 65 percent of funds awarded in each fiscal year to serve LEAs, schools, and community-based organizations that serve high concentrations of disadvantaged students, including students who are English learners, minorities, students with disabilities, homeless children and youth, children and youth in foster care, and migrant students; and grantees must use at least 30 percent of the funds awarded for each fiscal year to establish or expand technical assistance for evidence-based parent education programs.

Once you find a grant, make sure it’s appropriate for your intended use. Then, contact your local NEA Affiliate to organize an effort to hold your district and state accountable for how the money is used.
