ESEA TITLE IV, PART F, SUBPART 2, SECTION 4625: Full-Service Community Schools

$17.5M in funding is available to provide support for the planning, implementation, and operation of full- service community schools that improve the coordination and integration, accessibility, and effectiveness of services for children and families, particularly for children attending high-poverty schools, including high-poverty rural schools. Full-service community schools provide comprehensive academic, social, and health services for students, students’ family members, and community members that will result in improved educational outcomes for children.

Funding

$17.5M, awarded competitively

Eligibility

A consortium of one or more LEAs, or the Bureau of Indian Education, and one or more community-based organizations, nonprofit organizations, or other public or private entities.

Sample Use of Funds

Activities could include:

  • Coordinating and integrating services provided by community-based organizations and government agencies with services provided by specialized instructional support personnel;
  • Integrating multiple pipeline services into a comprehensive, coordinated continuum to achieve the annual measurable performance objectives and outcomes, including an increase in the number and percentage of families and students targeted for services each year of the program, in order to ensure that children are prepared for kindergarten, achieving academically, and safe, healthy, and supported by engaged parents to meet the holistic needs of children;
  • Coordinating not less than 3 existing pipeline services (which are a continuum of coordinated supports, services, and opportunities for children from birth through entry into and success in postsecondary education, and career attainment; and, includes, at a minimum, strategies to address through services or programs–including integrated student supports–juvenile crime prevention and rehabilitation programs), as of the date of the grant award, and providing not less than 2 additional pipeline services, at 2 or more public elementary schools or secondary schools.

Key Provision: Requirements for Grantees

Grantees must implement evidence-based activities, evaluate the effectiveness of their projects, and comply with any evaluations of the Full-Service Community Schools program conducted by the Institute of Education Sciences.
