ESEA TITLE IV, PART F, SUBPART 3, SECTION 4631: School Safety National Activities

$90M in funding is available to support activities that improve students’ safety and well-being both during and after the school day, with an emphasis on promoting overall school safety and positive school environments. The reauthorization also incorporated the longstanding Project School Emergency Response to Violence (Project SERV) program into the ESEA. Project SERV provides education-related services—including counseling and referral to mental health services as needed—to LEAs and institutions of higher education in which the learning environment has been disrupted by a violent or traumatic crisis.

Funding

$90M, awarded competitively

Eligibility

Public or private entities or individuals, other federal agencies, LEAs, institutions of higher education, or the Bureau of Indian Education in which the learning environment has been disrupted due to a violent or traumatic crisis.

Sample Use of Funds

Activities could include:

  • Providing technical assistance to States and LEAs carrying out school safety activities;
  • Improving students’ safety and well-being, during and after the school day; for the Project School Emergency Response to Violence program (Project SERV), which supports activities designed to restore the learning environment that was disrupted by a violent or traumatic crisis, including initiating or strengthening violence prevention activities.

Key Provision: Application Requirements for an Extended Services Grant

Grantees must include the following— (1) a demonstration of the need for funds due to a continued disruption or a substantial risk of disruption to the learning environment; (2) an explanation of the proposed activities that are designed to restore and preserve the learning environment; and (3) a budget and budget narrative for the proposed activities. For an eligible entity that has already received an extended services grant under Project SERV, the entity must submit an addition to the original application that meets the requirements described above.
