ESEA TITLE V, PART B, SUBPART 2: Rural and Low Income School Program

$90.4M in funding is available to assist rural school districts in carrying out activities to help improve the quality of teaching and learning in their schools. The Rural and Low-Income Schools (RLIS) program provides funds to rural LEAs that serve high concentrations of poor students, regardless of the LEA’s size.

  • Any activity authorized under Part A of title I (Improving Basic Programs Operated by Local Educational Agencies);
  • Any activity authorized under Part A of title II (Supporting Effective Instruction State Grants);
  • Any activity authorized under title III (English Language Acquisition State Grants); parental involvement activities.

Key Provision: Eligibility

Eligible LEAs must have a Census child-poverty rate of at least 20 percent, and serve only schools that have a National Center for Education Statistics (NCES) locale code of 32 (Town, Distant), 33 (Town, Remote), 41 (Rural, Fringe), 42 (Rural, Distant), or 43 (Rural, Remote

You have a right to know if your state or district applied for the funds and influence how they are spent. Most grants have already been disbursed to your state and district, but others may require an application.

Once you find a grant, make sure it’s appropriate for your intended use. Then, contact your local NEA Affiliate to organize an effort to hold your district and state accountable for how the money is used.
