NEA-Retired Governance Documents and the Procedures for Amending Them

Standing Governance Documents

Each of NEA-Retired's standing documents has its own amending process and timeline. Please use the links below to access the amending information associated with each document.

Amending Elections Rules

Please note that the Elections Rules is adopted by the Retired Executive Council early in the year of the election cycle; it is not adopted at the Retired Annual Meeting like the Bylaws and Standing Rules. Delegates have an opportunity to submit amendments to the Elections Rules, and any Elections Rules amendments submitted online by May 1 will be considered and voted on during an elections presentation during the upcoming Retired Annual Meeting. Any edits to the Elections Rules will be implemented for the following year’s election cycle, i.e., if adopted at the 2024 Retired Annual Meeting, the changes will go into effect for the 2024-2025 Retired election cycle.

NEA-Retired Governance

The NEA-Retired Executive Council shall comprise the President, Vice President, and Secretary of the NEA-Retired, and six members of the NEA-Retired elected at the NEA-Retired Annual Meeting, for three-year staggered terms, through an open nomination and secret ballot election.

Following the election of officers and Executive Council members at the NEA-Retired Annual Meeting, if the total membership of the NEA-Retired Executive Council does not include at least one member of an ethnic-minority group, an ethnic-minority member shall be elected to the Council in accordance with the provisions of Article VI – Ethnic-Minority Representation, in the NEA-Retired Elections Rules. The election shall be conducted with open nominations and a secret ballot. The term of the ethnic-minority member shall be one year.

Representation on the NEA Board of Directors

NEA-Retired shall have representation on the NEA Board of Directors as provided in the NEA Constitution and Bylaws. The NEA Board includes six (6) designated Retired seats for members who are elected by Retired Representative Assembly delegates at the NEA-Retired Annual Meeting. NEA-Retired also elects six (6) Retired Alternates to the NEA Board of Directors.

Representation to the NEA Representative Assembly

Members of the NEA-Retired shall be represented at the NEA Representative Assembly by the Retired delegates to the NEA Representative Assembly. These delegates are elected from their governance states. The number of Retired delegates to the NEA Representative Assembly shall be determined as provided in the NEA Bylaws. Each Retired delegate to the NEA Representative Assembly in attendance shall be entitled to vote.

Representation on the NEA Resolutions Committee

NEA-Retired shall have representation on the NEA Resolutions Committee as provided in the NEA Standing Rules. The Resolutions Committee includes six (6) designated Retired seats for members who are elected by Retired Representative Assembly delegates at the NEA-Retired Annual Meeting.

NEA-Retired New Business Item Information

2024 NEA-Retired delegates have two opportunities to submit New Business Items (NBIs), as explained in the Guidelines for the Submission and Adoption of New Business Items document. Please use the click-on button below to access this information.

Virtual Submission: New Business Items may be submitted online by 5:00 p.m. on May 1 by using the New Business Item form below.

In-Person Submission: Delegates may file Retired NBIs the traditional way, in person on day 1 (this year, on June 30) by 4:00 p.m.
