NEA Constitution, Bylaws, & Standing Rules

The primary governing documents of the Association

The NEA policy hierarchy is ordinal in nature and the supreme policy document of the organization is the NEA Constitution, followed by the Bylaws, and the Standing Rules.

These primary documents may be amended by members of the NEA through established democratic procedures that fall under the purview of the NEA Committee on Constitution, Bylaws and Rules. The policies governing procedures for amending the NEA Constitution are located in Article IX. Sections 1 and 2 of the Constitution and Rule 5.A of the Standing Rules. The policies governing procedures for amending the NEA Bylaws are located in Article IX. Sections 1 and 3 of the Constitution and Rule 5.B of the Standing Rules. Procedure for amending the Standing Rules are located in Standing Rule 5.C.
